Degrees in Civil Engineering and Mathematics from the Rio de Janeiro Federal University, Maître de Conférence Degree from the Institut d'Études Politiques (Sciences Po), Paris, France.
He served the Brazilian Government as a Consultant and Regional Development Planner, and as a co-author of the guidelines for development of the Brazilian Northeast region.
He was Mayor of the City of Rio de Janeiro in 1979.
He was one of the organizers of the United Nations Conference on the Environment and Development, ECO 92, and because of his deep interest in environmental issues and sustainable development, he participated in the creation, also in 1992, of the Brazilian Foundation for Sustainable Development, and has been its President since then.
In 1997, he was President of the Host Committee of Rio+5 and Co-President of the Rio+5 International Committee.
He is a Lecturer, he publishes articles in national and international magazines, he is a member of the board of various universities and research institutions such as the Rio de Janeiro Federal University, the Getulio Vargas Foundation, Harvard University and Tel Aviv University and a member of the Independent Board on Sustainability of the Inter-American Development Bank.
He is the author of the book "A Urgência do Presente - Biografia da Crise Ambiental" (The Urges of the Present - Biography of an Environmental Crisis), launched in 2011.
He is a member of the International Leadership Council of the UN's Sustainable Development Solutions Network - SDSN.
